LGBTQI+ CAUCUS
Mission
The mission of the Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Plus (LGBTQI+) Caucus of the Vermont Democratic Party (VDP) is to create visibility and a strong voice for our LGBTQI+ community in Vermont politics, by providing a space for LGBTQI+ people to connect, create safety, and build political power in support of the VDP platform.
The LGBTQI+ caucus works to:

Support and elect candidates who stand up for Vermont’s LGBTQI+ community, including LGBTQI+ candidates, to diversify and grow political engagement for a just and democratic society at all levels of government.

Support elected LGBTQI+ Democrats through partnership and community presence.

Advocate for policies and practices that uplift our community and stand up against attacks on LGBTQI+ people by mobilizing communications and people in support.

Promote a sense of community, belonging, and celebration of our community, and help build a culture of inclusivity and equity within the VDP. Advocate for our community to the VDP and ensure accessibility, representation and support.

Advocate for the LGBTQI+ community, and recognize and stand in solidarity with other marginalized groups. Collaborate with, and support, initiatives and grassroots groups that support our LGBTQI+ Vermont community, other marginalized groups, and the Vermont Democratic Party.
Caucus Leadership

Chair
Isaac Evans-Frantz
he/him
Isaac Evans-Frantz is a lifelong Vermonter and founding chair of the LGBTQI+ caucus of the Vermont Democratic Party. He began his public service when Gov. Howard Dean appointed him as the first Vermont high school student with a vote on the Vermont State Board of Education. In 2022 Isaac ran for U.S. Senate, mobilizing everyday Vermonters for an alternative to corporate politics. Nationally, with the non-partisan Action Corps, Isaac played a pivotal role in Congress’ historic passage of bipartisan legislation reasserting Congress’ power over war during the first Trump administration. In response to COVID, he brought together over 100 organizations to campaign for international relief, which became the largest release of such resources in history. Following that success, Isaac served as secretary of the Vermont Sierra Club executive committee. As clerk of the Brattleboro Selectboard he has championed housing, shelter, and safety for all. As advisor to Freedom Forward, he has advocated for global LGBTQ equality. Previously, Isaac was the quality coordinator at Callen-Lorde, an LGBTQ+ community health center. Isaac holds a Master in Public Administration from the City University of New York. Through his leadership, Isaac remains committed to advancing freedom and unity for LGBTQI+ Vermonters and people everywhere.

Vice Chair
Mimi Smyth
she/her
Mimi Smyth is a special education teacher and art professor. She has spent her career working both in public education and the non-profit sector. For over a decade, Mimi has served the Vermont Democratic Party on various committees and was county chair in two counties in the Northeast Kingdom. She was part of a statewide Democratic Diversity, Equity, and Inclusion initiative created to examine and help break down barriers and structures that prevent access to the party. Mimi is especially passionate about equity in education. She worked on an advisory team as part of a grant that brought professional development to teachers. The project increased awareness of equity and inclusion in school curricula. She has also worked directly with youth, helping lead LGBTQI+ student alliances.
Forty years ago, as a teenager, Mimi worked on the first gay newspaper, Out in the Mountains.
She continues to be committed to serving the community as we work to ensure LGBTQI+ rights.
Mimi has a Master's in Education and currently lives in St. Johnsbury, Vermont.

Secretary
Sen. Rev. Debbie Ingram
she/her
Sen. Rev. Debbie Ingram is an ordained minister in the United Church of Christ and served for 17 years as the Executive Director of Vermont Interfaith Action, a federation of over 70 congregations that work together to effect systemic change on issues of social justice. Debbie also served two terms as a Vermont State Senator representing Chittenden County. Some of her proudest moments were introducing successful legislation to change Columbus Day to Indigenous Peoples’ Day, as well as being the lead sponsor of the amendment to the Vermont Constitution to abolish slavery without exception. She also championed legislation to ensure Vermonters’ reproductive rights and to expand gun safety regulations, as well as serving as co-chair of both the Advisory Council on Child Poverty and Strengthening Families and the Racial and Social Equity Caucus. Some of Debbie’s fondest senate memories also include participating as a proud queer role model in annual Out at the Statehouse events sponsored by Outright Vermont for LBGTQ+ youth from across the state.
Debbie earned a BA from Stanford University, a Master of Divinity degree from Fuller Theological Seminary, and completed a fellowship at Cambridge University, England. She currently lives in Williston.
