Democratic Party Reorganization

What is party reorganization?

In odd-numbered years, Vermont state law requires that all political parties reorganize themselves from the ground up. Registered voters in each town and county across the state have the opportunity to come together and form Democratic committees to move their communities forward.

The process of forming a Democratic town committee is not difficult, but is specific. The Vermont Democratic Party will help you every step of the way. Please review all the resources on this page, and if you have any questions, reach out to VDP Vice Chair Amanda Gustin.

How to Reorganize

Title 17, Chapter 45 of Vermont state law provides for the organization of political parties. 

​

In order to continue as a political party within the state of Vermont, the Vermont Democratic Party must work with registered voters across the entire state.

​

In 2025, the Vermont Democratic Party has officially called for its reorganization to take place on September 10, 2025. You can hold a reorganization caucus on that date and on any day following up to September 30.

 

We have provided the following resources for you to organize your Democratic town committee.

Everything you need to know is contained in our 2025 Reorganization Playbook, which will provide you step-by-step instructions on how to warn your caucus, hold your caucus, hold your first meeting, and report your results back to the party.

Training

We're committed to supporting you through this process. To that end, we have a library of past trainings as well as upcoming opportunities.​

​

If you'd like to learn on your own time, the Vermont Democratic Party's YouTube channel has a wide variety of organizing trainings recorded. Though some of them contain dates from 2023, the law and the process has not changed - simply the dates.

Reorg Caucus & Paperwork

You've got the general idea of reorg down, but maybe you want to walk through what a reorganization caucus should look like exactly - including filling out the legally required paperwork to report your results to the VDP.

We'll open up the Zoom, and you come to us with questions and problems! Hang out for as short or as long a time as you want.

Reporting Your Caucus

Once you have scheduled your reorganization caucus, you should tell us about it! The VDP will host notifications of all reorganization caucuses on our website so that Democrats across the state can join a town or county committee.​

​

Go to www.vtdemocrats.org/schedulereorg to tell us about your caucus.

​

After you've held your caucus, state law requires that you report the results - members who joined, election of officers, and election of county delegates - to the state party.

​

Go to www.vtdemocrats.org/logreorg to fill out the form and tell us your results.
